Main Function:
The Project Controls Specialist is responsible for performing cost control services in support of the project team for all capital and expense activities. Functions include developing WBS, invoice coding, data base management, VOWD analysis, trend analysis, forecasting, variance analysis, and budgeting. This position is a secondee assignment in the Planning Directorate. Reporting to the Cost and Schedule Control Manager.
Key Roles & Responsibilities:
• Champion Incident and Injury-Free principals and practices
• Develop the Work Breakdown Structure (WBS)
• Support development of a Master Control Estimate (MCE) in support of the AFE approved value and the project execution strategy
• Maintain the Budget, Commitment, Forecast and Expended costs
• Prepare cost trends for approval by the PMT to track the differences between the budget and forecast costs
• Identify and verify SAP charges to the project
• Issue Monthly Cost Reports
• Work with the EPC Contractors to ensure that their cost reporting and invoicing is performed in accordance with the project WBS
• Assist in evaluation of change orders from a cost/estimating perspective
• Review contractors’ progress measurement system for validity and contractual compliance
• Coordinate cost risk analysis effort
Qualifications:
• 10+ years of major international project cost management experience
• Has clearly demonstrated strong technical competence
• Ability to work within a diverse cultural environment
• Demonstrated interpersonal / teambuilding skills
• Strong written and oral communication skills
