Fuijian China
USD $135 - $150K + approximately 70% uplifts

Our client is an American E&C firm with a major contract in China. Looking for a start in July or August 08. Approximate US Base Salary to approximately $150K base + 70% Project Uplift

Fujian project is a LNG terminal with 4 full containment storage tanks. This is a 24 to 27 month assignment. The successful candidate must have an oil and gas background, preferably on LNG receiving terminals and storage tank construction projects.

The Project Controls Manager is responsible for the administration and coordination of the Planning, Schedule, Cost and Progress Measurement obligations of the contract. You will also maintain the cost and schedule baselines and progress base to reflect the current job scope.

Primary Functions:

Understand contract requirements. Determine staffing requirements for Project Controls Information coordinator and facilitator. Cost, quantity and labor hour budgets. Schedule and progress based on project requirements Implement Project Controls system set up and facilitate required training of PC staff. Lead cost forecast process. Lead change management process. Maintain risk register and perform risk management analysis Integrate plan to meet project execution strategy Determine formats, establish frequency and distribution for Project Controls reports Identify performance issues. Coordinate the development of project controls execution plan inclusive of the forecasting plan. Reconcile the As-Sold estimate to project budget; coordinate with estimating the conforming of the As-Sold estimate to project requirements for WBS and level of control Coordinate cost, schedule and progress reporting process on the project Communicate the approved project budget and schedule to project team Facilitate project schedule and cost forecasting with the project team Provide risk analysis, feedback and recommendations/ corrective measures to project management. Implement project Work Breakdown Structure & organization breakdown structure.
